I wanted up to train up my destruction early on but I can't find the appropriate trainer. Thanks for any tips.

You will find a trainer for destruction in ARCAN SANCTUM

And if you're too long on MQ to go to the sanctum, monastery or Cahbaet is right place for you. And there were others too, I just don't remember them.
